I did this in photoshop.

The image of the flower wasn't originally mine, but I pretty much had to redraw it. I made the bubble brush, and I'm rather happy with it. It took way longer than it should have, anywho let me know what you think.

Originally, I'd intended for this to be a picture of a frozen flower, but I'm satisfied by how it turned out, I suppose.

Well I used a photo reference for the flower, but the water and gooeyness was mine, as were the colors and such, but thank you, thank you very much.
